　　据英国《每日电讯报》2月20日报道，英国边境管理局(Border Agency)独立监察官约翰·韦恩(John Vine)20日在一份调查报告中指出，英国移民局人员在过去5年里多次违规操作，已造成懈怠入境检查至少15000次，大意放行外来人员50多万人。

　　英国移民局的此次失误给英国对恐怖主义分子和犯罪分子的防范造成了“不可接受的”安全漏洞。由此，他对2012年伦敦奥运会其间的安全问题表示重重担忧。

　　韦恩指出，安全漏洞的出现是由管理紊乱、传达失误、沟通不良以及职权不明造成的。而且尽管这种懈怠情况在工党执政期间已经出现，自联合政府2010年5月成立以来发生得更加频繁且更为普遍。

　　2011年夏天，英国各部长秘密授权移民局官员实行一场小型的入境检查试验，边防检察人员在假日繁忙时期可放松对持欧洲护照入境人员的“生物法”身份测定。

　　由于部长们的指示不够明确，相关沟通不够及时，部分官员在实际操作中无意间实现了逾权操作，扩大了放行人群。他们甚至曾放宽警告级别入境检查，让位列恐怖分子和犯罪分子可疑清单的人员轻易入境。

　　最大的懈怠事件发生在2007年6月，从巴黎迪斯尼乐园以及法国其他旅游胜地乘坐“欧洲之星”快车而来的大批欧洲护照持有者没有经过检查便得以潇洒通关。

　　直到2011年11月，联合政府的部长们才发现这一危险状况。到那时，已经有50多万名境外人员被大意放行。
