一、第一步，寻标志断长句，前两个逗号可以断开，后面的逗号是并列结构的标志

二、第二步，抓主干识修饰

三、第三步，调语序定句意
主句：more than three million doses是主语，were to be made available是谓语，in early October 2009是时间状语，翻译时候需要前置。到2009年10月初，超过300万试剂能投入使用。
